If you are painting over textured wallpaper, avoid using a glossy paint.
Also, you need to consider the condition of the paper, as the emulsion may soak in and lift the paper. Wallpaper placed over washable paint is a bad idea if the paint has a latex base. The paint will show imperfections.
I recommend priming first if it is a vinyl or has a sheen.
The original washable paper had a glaze over it to give it the washable qualities.but i really doubt if its that type these days. You can only repaint 1 time after the first one, then you have to remove the paper. Stick down any loose wallpaper before washing the walls with a mild detergent, rinse with clean water and let them dry thoroughly.
